2013 Fantasy Football: Whose Stock Is Rising This Offseason?

Even though we are just starting July, football talk is already beginning. OTAs and minicamps are now behind us and we look ahead to training camp, which means fantasy football preparation will begin.
While it is still very early in the offseason, some players have already seen their stocks begin to rise as they recover from injuries or have situations around them improve.
Robert Griffin III is going to be followed extremely closely by the media this entire summer as he recovers from his second major knee surgery in a few years.
I would normally say to stay away from a dual-threat quarterback with severe knee problems, but RGIII is not a normal athlete, let alone a normal person.
RGIII is an elite playmaker at his best, and Kirk Cousins raved about Griffin's recovery, saying that he expects his teammate to start Week 1.
